Guide to Network Function
Organization - Stages of
Development

People Specific Resource Networks typically progress through five stages
of growth:
1. Friendship Stage: In the first stage, there are no qualifications
beyond interest in the people group.

Parties interested in the same people group are aware of each other.

They may inform each other of activities.
2. Formation Stage: At the beginning of this stage, the network
calls it's first meeting and may begin meeting on some sort of regular
basis.

Groups at this stage consider each other's needs, values, perspectives,
doctrines, and security issues. (Note: security is most often
the biggest disparity and discussion item between groups.)

They agree to communicate about every project they are doing involving
the people group.

They have no veto power on each other's projects.

They may voluntarily cooperate on some projects.

There is a willingness to plan together and coordinate some projects.

Fragmentmentation is not unusual, but the network must guard against competing
agendas.
3. Functioning Stage: At this stage, cooperation has resulted in
a variety of activities and benefits.

The network is carrying out tangible projects and plans. It is helping
to "make things happen" within the people.

The things that are happening would not be happening without the network's
efforts.
4. Fruitful Stage:

Some projects have been completed and results are beginning to accrue.

Members are recruiting more groups to join the network.
5. Fulfillment Stage:
As a result of network efforts, a viable church has been born within the
people group.

with local churches in the area of people group adoption and resource network
formation. Additionally, he assists churches and networks in developing
people specific prayer mobilization tools such as videos and prayer guides,
and provide training for survey and prayer journey teams.
